NOTICE OF PUBLIC HEARING
May Rezoning/Special Use Cases

The Johnston County Board of Commissioners will conduct Rezoning Petition and Special Use Permit Application Public Hearings for the following cases on Monday, May 1, 2017 at the 6:00 p.m. Commissioners Meeting in the Commissioners Meeting Room, Johnston County Courthouse, 207 E. Johnston Street, Smithfield, North Carolina.  After each rezoning case is heard, the rezoning public hearing, which is a legislative hearing, will be recessed and the Board will render a decision.  In the case of special use district rezonings, the special use hearing will be heard before reopening the hearing for the next case.  The special use hearing is a quasi-judicial hearing where the Board is sitting as judges and will hear factual evidence as testimony.

CASE 17-05:  Rezoning Petition: A petition rezone a 13.95 acre tract located at 14345 Raleigh Rd (SR 1330) in Banner Township from Agricultural Residential (AR) to Industrial-2 Special Use District (I2-SUD).  Tax ID: 01G10024A.  Owner: FSC II, LLC.  Applicant: FSC II, LLC  
Special Use Permit: To allow for an asphalt plant manufacturing facility.

CASE 17-06: Rezoning Petition: Petition to rezone 3.49 acres out of a 33.18 acre tract located at 1399 Campground Rd (SR 2326) in Pine Level Township from Agricultural Residential (AR) to Agricultural Residential-Special Use District (AR-SUD).  Tax ID: 12N09074.  Owner: Dicky Parrish.  Applicant: Hellman, Yates, and Tisdale (Jonathan Yates)
Special Use Permit: To allow for a 195’ monopole telecommunication tower and supporting equipment facility.

CASE 17-07:  Rezoning Petition: Petition to rezone 5.6 acres out of a 41.84 acre tract located at 466 J Howell Rd (SR 2165) in Beulah Township from Agricultural Residential (AR) to Agricultural Residential-Special Use District (AR-SUD).   Tax ID: 03P06003.  Owner: Matthew Davis and Tammy Johnson.  Applicant: Hellman, Yates, and Tisdale (Jonathan Yates)
Special Use Permit: To allow for a 250’ lattice telecommunication tower and supporting equipment facility.

NOTICE OF PUBLIC HEARING
Economic Development (N.C.G.S. §158-7.1(a))

The Chairman of the Johnston County Board of Commissioners has called for a public hearing on Monday, May 1, 2017, at the 10:00 a.m. regular meeting of the Johnston County Board of Commissioners held in the Commissioners’ Meeting Room, Johnston County Courthouse, 207 E. Johnston Street, Smithfield, NC  27577.  The public hearing will begin immediately following the Public Comment section held at the beginning of the meeting (10:00 a.m.), or as soon thereafter as possible.

A company intends to expand production facilities and hire a substantial number of new, permanent full-time employees to work there.  The company has proposed the expansion in Johnston County in exchange for certain economic incentives in the form of annual cash grants paid from general County funds over the next five years.  The County believes this project will help stimulate the local economy, result in new taxable capital investments in real and personal property, and the creation by the company of a substantial number of new, permanent jobs in the County.  The Board of Commissioners will solicit public comment on the proposed incentives at the public hearing.  It is the preliminary intention of the Board of Commissioners to approve the grant of these incentives to the company in exchange for the company’s commitments to (1) operate the expanded facilities, (2) create a substantial number of new, permanent full-time jobs and (3) invest in taxable business personal property additions that will return property tax revenues substantially in excess of the County’s investment.  The cash grants are contingent upon, among other things, the company’s entry into a local economic development agreement with the County containing the obligations and agreements of the company and the County.  All interested persons are invited to attend and present their views during this public hearing.

The Johnston County Board of Commissioners will be considering the following upcoming appointments.  Please note the deadline to apply is May 22, 2017. 

Child Fatality Prevention Team – 4 positions; 3 year terms. (One position for an emergency medical service provider or firefighter; one position for a parent of a child that died before reaching their 18th birthday; and two positions representing a county agency or the community at-large.) 

Emergency Medical Services Advisory Committee – 2 positions; 3 year terms.  (One position representing an active EMS Member currently involved in the management of a franchised EMS agency; and one position representing citizens at-large.)

Johnston Community College Board of Trustees - 1 position; 4 year term

Johnston County Jury Commission – 1 position; 2 year term

Johnston County Health Board – 1 position, 3 year term (Applicants must be a Dentist)

Juvenile Crime Prevention Council – 9 positions; 2 year terms (Applicants must represent one of the following areas: Chief of Police; Member of the Faith Community, Juvenile Defense Attorney, Member of the Business Community, United Way or other Nonprofit Agency, Representative from a Local Parks & Rec Program, General Public, and two individuals under the age of 18.)

Library Board of Trustees – 2 positions; 3 year terms

Nursing Home/Adult Care Home Community Advisory Board – 9 positions; 1 year term for new appointees or 3 year terms for reappointed members.  “No person or immediate family member of a person with a financial interest in a home served by a committee, or an employee or governing board member of a home served by a committee, or immediate family member of a patient in a home served by a committee may be a member of a committee.”

Social Services Board – 1 position; 3 year term

Voluntary Agricultural District Advisory Board – 2 positions; 3 year terms. (Applicants must be actively engaged in farming and/or express special interest, experience or education in agricultural and/or land preservation.)
