Johnston County Completes Revaluation to Reflect Current Market Values

Smithfield, N.C. - The Johnston County Tax Administration Office has completed its County-wide revaluation process to ensure property tax values align with current market conditions. The essential effort helps maintain a fair and equitable property tax system, reflecting the evolving real estate market across the County.

The most recent revaluation was conducted in 2019, and the changes since then have been substantial. Over the past six years, Johnston County has experienced significant growth, with the number of parcels increasing by more than 20,000, bringing the total parcel count to 120,692. As of January 1, 2025, overall real property values have increased by 70.6% Countywide. However, this increase varies, with some properties seeing lower or higher adjustments. Rural areas, particularly in the eastern and southern regions of the County, have experienced the highest percentage increases in property values.

Notices were mailed to property owners on December 30, 2024, reflecting updated land and structure values. These notices represent the assessed market value as of January 1, 2025 and do not account for adjustments related to the Present-Use Value (PUV) program or property tax relief programs, which will be applied later on tax bills. PUV properties will be taxed at the PUV price per acre rather than the gross land value shown on the notice. 

It is important to note that a 70.6% increase in property value does not equate to a 70.6% increase in property taxes. Tax rates for 2025 will be set by the County, districts, and municipalities in June, with tax bills expected to be mailed around August 1, 2025.

Property owners who wish to appeal their new property values can do so online by visiting JohnstonNC.gov/Tax. Appeals must include the required documentation. For those preferring to speak with an appraiser or schedule a face-to-face appeal, please call our office at 919-989-5130.

Johnston County offers several property tax relief options to eligible residents. These include the Elderly or Disabled Exclusion, Disabled Veteran Exclusion, and Circuit Breaker Tax Deferment Program. Applications for these programs are available online at JohnstonNC.gov/Tax or can be requested by calling the Tax Department at 919-989-5130. The deadline to apply for these programs is June 1, 2025.

Revaluations ensure that all properties are assessed fairly and reflect current market conditions. This process supports a balanced and transparent taxation system, ensuring every property owner pays their fair share based on up-to-date property values. State law requires counties in North Carolina to reappraise real property at least every eight years. While personal and business personal property are assessed annually, real property is only updated through County-wide reappraisals. More frequent reappraisals keep values accurate in changing markets. County Commissioners moved from an eight-year cycle to six years, then to a four-year cycle. Currently, 51 of North Carolina’s 100 counties have adopted a four-year cycle.

In areas with rapid property value changes, state law may require earlier reappraisals. Johnston County’s significant growth in real estate prices since 2019 led the state to mandate a reappraisal by January 1, 2025. Fortunately, the County had already adjusted its schedule and was prepared for this revaluation.
