Applications will only be accepted online through the Applicant Portal, or via mail to Johnston County HAPP, PO Box 1515, Smithfield NC 27577. No IN PERSON applications. The fastest way to apply is via ONLINE. About the Waiting List Process
In order to apply you must be either a current resident of Johnston county and be able to show proof of at least 2 years of residency here, or plan to move to Johnston county when your name reaches the top of the Waiting List.
If you owe another Housing Authority or Section 8 property money you will be denied or asked to show proof of full payment. We check this when you apply, and later when your name reaches the top of the list.
If you have been evicted in the past 12 months you will be denied. We check this when your name reaches the top of the list.
If you owe a Landlord money from the past 5 years you will be denied or asked to show proof of payment in full. We check this when your name reaches the top of the list.
If you have any Pending charges for anything involving drugs, a crime against a minor, or any type of felony you will be denied, and may be able to apply during our next open Waiting List if these are dropped. We will check this when your name reaches the top of the list.
If you have a conviction for anything listed above that is less than 5 years old you will be denied. We will check this when your name reaches the top of the list.
Most likely you will be on the Waiting list for 2-6+ years. Please be prepared to keep your online portal active and updated with your most current telephone numbers, email address and mailing address. Failure to do so could cause you to be purged from our Waiting List.
Most Landlords will run their own background check. Please know that even if you are active on our waiting list, once you come up on the list it will be up to you to work with a Landlord of your choosing and to be accepted based on their criteria. We only check criminal records and for Landlord judgments but most Landlords have their own criteria for a background check. So please keep this in mind.
HAPP does NOT assist with Application Fees for private landlords, Security Deposits, or with Deposits for utilities. So while you are waiting to reach the top of the Waiting List it is important to keep these things in mind. Most landlords will want the deposit as soon as they approve you for their property - so be prepared.
You will be asked for copies of all Birth Certificates, Social Security Cards etc before you receive final approval to be added to the Waiting List. So please keep this information close for when the list opens and you are ready to apply. You will receive a notice when your applicant portal is active. You will then be able to upload these documents on your portal. Failure to do so or to provide copies to our office via mail can result in your application being dropped from the Waitling List.
Applications are added to the Waiting List in Date/Time order and will be taken in order. Mailed applications will be added during the date/time we receive and manually enter them. All mailed applications must be post marked by 10/29/24 - NO EXCEPTIONS.
