Polling Place Duties
Chief Judge
Chief Judges are appointed to serve a two-year term by the Johnston County Board of Elections as the supervisor of a polling place. Primary responsibilities include:
- Take responsibility for the security of the polling place and supplies.
- Ensure all officials in the precinct follow the election procedures outlined in this manual.
- Contact and assign duties to all Precinct Officials assigned to the precinct.
- Call the polling place contact person immediately.
- Attend all required training before each election and the Monday setup meeting.
- Pick up and return election supplies to/from the Board of Elections.
- Schedule the Monday setup meeting at the polling place and notify all officials of the meeting time.
- Pick up election supplies from the Board of Elections the Monday before each election.
- Ensure voting begins and ends at the scheduled times.
- Manage all communication with media, observers, campaigners and runners.
- Serve as the main contact in the polling place.
- Supervise the reconciliation of ballots and other election materials after the close of the polls.
Judges
Two Judges from different political affiliations are appointed by the Board of Elections to serve a two-year term to assist the Chief Judge with responsibilities in the polling place that require representation from both political parties. They are also assigned to a specific task in the polling place, such as Registration Table, Help Table, Ballot Table, or Voter Assistance (including Curbside voting). Primary responsibilities include:
- Attend training classes and Monday Setup
- Perform polling place duties as assigned by the Chief Judge
- Assist the Chief Judge in the packing of ballots and other election materials after the close of the polls.
- Sign the Zero and Totals tapes from the Tabulator
- Announce, “The Polls are open.”
- Insert curbside voters’ ballots into the Tabulator
- Sign the bags, boxes, and Reconciliation Form
Assistants
Three or more Assistants are assigned to a polling place for each election depending on the number of voters’ eligible to vote in that precinct. Primary responsibilities include:
- Attend training classes and Monday Setup
- Perform polling place duties as assigned by the Chief Judge
- Assist the Chief Judge in the packing of ballots and other election materials after the close of the polls.
Board of Election Rovers
- Serve as an extension of the Board of Elections staff. The rover assigned to a precinct is a troubleshooter who works with Chief Judges to address issues with voting equipment on Election Day.
- Visit assigned polling places during Election Day to address voting equipment issues and deliver additional supplies as necessary.
- Provide feedback to the Board of Elections regarding issues throughout Election Day.
- Inform the Board of Elections of any problems at a polling place.
